PREAMBLE

At present there are many underground public utilities like water,electricity,telecommunications, sewage and gas. In their course of providing services to the community,these utilities operators have to dig up roads and road shoulders to install their networks all over the country.Their contribution to the country is unquestionably imminent in order to develop the country and improve the quality of life for the people. The standard of living of the population is measured against the availability of these utilities.Up till now, the operation of the utilities operators are left to the individual utility without any effort by the government to control and coordinate their planning and construction activities. This results in the inefficient use of underground space under the roads and route lines going haywire. To make matters worse, the Goverment has issued too many licences of late to telecommunication operators to set up new telecommunications networks nationawide. The problem associated with road digging are passed down to the local authorities of the State to be solved due to the powers held by them in land matters and the right-of-ways.
It would be very logical for the State Government to react to these problems by taken a stern action to curb the indiscriminate use of underground space.Multiple digging in the same road is not unusual.At the moment there is no one department in the State responsible to coordinate the planning and implementation of the underground infrastructures.
